Asia Cement Deepens Local Roots through Collaborative Governance, Winning Lianjing Humanistic Enterprise Social Care Award TAIPEI, TAIWAN – Asia Cement Corporation (ACC) has long been dedicated to integrating corporate resources with local needs in the areas where it operates. These long-term efforts were recently recognized at the 3rd Lianjing Humanistic Enterprise Awards, where ACC received the "Social Care Category - Distinguished Award" in its inaugural participation. ACC stated that this award reflects the company's successful transition from isolated social contributions to a systematic model of social governance. The panel of judges noted that ACC has consistently invested in community support and public affairs within its operational regions. By fostering continuous dialogue, the company has built a mechanism of mutual trust with local tribes and communities. Furthermore, ACC’s ability to provide immediate care and support during disasters has significantly enhanced local resilience. This recognition marks ACC’s successful evolution from a traditional "resource provider" into a "governance partner" collaborating closely with local governments, indigenous tribes, and schools. ACC has established a cross-unit collaboration mechanism, inviting experts, scholars, and local residents to participate in mine safety monitoring. Additionally, the company founded the "Asia Cement Service Center," employing tribal members to provide dedicated services. This initiative transforms previous ad-hoc assistance into a standardized, sustainable, and long-term cooperation mechanism. The value of this foundation of trust became evident during times of crisis. Following the 0403 Hualien Earthquake in 2024, ACC immediately mobilized to assist in road clearing, logistics distribution, and resident relocation. The company opened its factory dormitories as emergency shelters and utilized its engineering and ecological restoration expertise to support slope stabilization and environmental remediation. Post-disaster, ACC established a disaster prevention collaboration mechanism with the local government, elevating corporate participation from temporary emergency response to an institutionalized partnership integrated into the local governance framework. Subsequently, ACC continued its involvement in relocation, relief, and recovery efforts following the landslide dam alert in the Taroko River basin and disasters in the Matai'an area. This model—converting "corporate expertise" into a pillar of the "regional disaster prevention system"—has not only solidified mutual trust with the community but also proved that a corporation can serve as a powerful guardian when communities face unforeseen risks. Furthermore, ACC remains committed to the preservation of indigenous culture and ecological restoration. Through long-term companionship and resource integration, the company promotes the continuity of local culture and the improvement of the ecological environment, building a foundation for local sustainable development. Chang Chih-peng, Vice President and General Manager of the ACC Hualien Plant, who has long been involved in community care, emphasized that corporate social participation should go beyond short-term resource injections.
